Could fishing owners keep trip money without surrendering buyer choice?

Unmet need: Some small fishing owners need trip money and a dependable way to sell their catch, without an unattractive obligation to sell to the financier.

Business opportunity: A local operator could earn by making alternative buyers usable: combining reliable finance, physical handling or dependable settlement with better net proceeds for owners.

Potential customer/payer: Fishing owners dissatisfied with their current arrangement and seafood buyers who gain useful supply.

Critical unknown: Can an alternative improve the owner’s complete outcome, including support in lean periods, while leaving enough contribution to sustain the provider?

Exploration status: Business hypotheses; no customer commitment, partnership or trial has been established.

The Problem

Before a fishing boat leaves shore, someone must pay for fuel and supplies. In the arrangements described by Indonesian fishing organisation KNTI, that someone can be the collector who will later buy the catch. The money keeps the boat working; the condition attached to it can limit where the owner sells.

Speaking to ANTARA on 28 October 2026, KNTI chair Dani Setiawan argued for easier access to Kredit Usaha Rakyat, or KUR, Indonesia’s subsidised business-credit programme. He described operating inputs supplied against catch-sale obligations and said KNTI still received reports of small fishing and processing businesses being asked for house certificates as collateral. The report does not measure how many owners face those barriers or how much income they lose. [1]

For a small boat owner, the desired outcome is practical: keep going to sea and bring home worthwhile net earnings. An alternative loan helps only if the owner can also sell the fish, repay on workable terms and retain the support that made the old arrangement useful.

Why It Persists

The collector’s service can be more substantial than a loan. A multi-location study published in 2023, drawing on fieldwork from 2011–2014, described patrons supplying operating funds, urgent cash and support during lean periods, alongside obligations to sell them the catch. Familiarity and trust helped sustain these relationships. An owner comparing alternatives may therefore be comparing whole ways of keeping a household and boat operating. [3]

Formal credit is a real alternative. In October 2026, government monitoring reported that Bank Syariah Indonesia had lent to 160 fishing customers in Awang, Lombok. The same monitoring identified limited cold storage and processing facilities in Central Lombok and reported that some catch went to larger collectors in East Lombok. Money had reached borrowers, yet downstream constraints remained. [6]

Sale timing matters too. BPS, Indonesia’s statistics agency, identifies mismatches between auction schedules and actual landings as one reason traditional landing sites make little use of nearby auctions. A market that is closed when fish arrives is a weak bargaining alternative. [2]

Nor is an integrated commercial response a new idea. Aruna’s published partner offer combines market access, handling expertise, operational support and possible access to capital. Its offer establishes a serious alternative to compare, although the 2021 page does not establish present service quality in a proposed catchment. [5]

The remaining opening is narrower than replacing middlemen: serve owners whose existing bundle leaves them dissatisfied, in a place where a different operator can deliver a better complete outcome. The inference worth testing is that finance and usable sale access need to be solved together. It is not evidence that every patron fails their customers.

Where’s the Opportunity?

Owners already give something up for continuity. One Muncar study documents a financing pattern in which an advance of Rp1.5 million entitled the financier to 0.5% of eligible catch-sale proceeds. On the paper’s example of Rp1 million in eligible proceeds—roughly US$55 at today’s exchange rate—the payment was Rp5,000. This was February 2006 fieldwork, published in 2023, and the calculation followed specified deductions. It values a historical payment; it cannot tell us today’s financing price or annual borrowing cost. [4] [7]

The important question is what that payment bought, and whether a new arrangement could leave both parties better off. Removing a deduction while withdrawing flexible support may make an owner worse off. A buyer, meanwhile, already spends money acquiring fish and may value more reliable lots, accepted grades and collection. That creates a plausible source of service revenue, but purchasing fish does not prove a willingness to pay an extra fee.

The surrounding commerce is substantial. BPS recorded about Rp5.425 trillion, approximately US$298 million, in fish landed at 747 traditional sites in 2024. Collectors were the main sale destination at 498 sites. Those are site counts and gross landed value, not a count of dissatisfied owners or a market waiting to be captured. [2] [7]

The three layers of the prize remain distinct. The burden is restrictive terms, financing payments and foregone net value, whose current total is unknown. The addressable value is the recoverable difference in reachable catchments after necessary support is preserved. The capturable value is what an operator can retain after customers gain and capital, handling, losses and labour are paid. Current matched settlements are missing, so applying a percentage to national fish sales would manufacture a market estimate.

A worthwhile company could start within one dense catchment, earning repeatedly across trips. Its possible advantage would be trusted local execution, usable buyer relationships and reliable settlement through difficult seasons. A lower rate or clearer price board alone would be easy to match. The shared opportunity is to make buyer choice work in practice; the businesses below take on different parts of that task.

What Could Work?

Making an alternative catch buyer usable

Trip Finance with Buyer Choice

A commercially run cooperative or experienced local trader could organise trip advances through a lawful capital partner and route landed fish to buyers the owner chooses. Borrowing would carry an explicit repayment agreement, separate from an exclusive right to purchase the catch. The owner would still owe principal and any disclosed financing charges, including when selling outside the service.

The operator would earn a negotiated buyer fee for accepted lots and sourcing or settlement work. Buyers would participate only if that service beat their existing procurement route. The capital partner would need an acceptable return and a credible collection arrangement; the landing verifier would need paid work and authority from the parties, rather than an assumed duty to help. The offer would spell out which emergency or lean-period support it replaces and what that costs.

This is a plausible local company hypothesis because the work repeats and the operator must win continuing business through useful execution. It breaks if free buyer choice makes collection too expensive, buyers refuse fees, or owners lose support worth more than any gain. Existing debts also have to permit an orderly switch.

Decisive test: reconstruct recent trip settlements with consenting owners, then put an explicit priced arrangement to owners, buyers and a lender. If no terms leave owners better off and the operator with positive fully costed contribution, the proposition weakens before anyone advances money. This is the best place to investigate first: it tests the central commercial opening cheaply.

Landing Collection Points

A fish-handling business could rent suitable existing space near landings, accept fish outside auction hours, apply buyer-agreed grading and arrange collection. Buyers would pay a handling fee for usable aggregated supply. Space owners and transporters would receive agreed commercial payments; fishing owners would receive a clear net settlement. A cold-chain operator or seafood logistics business could pursue it with local traders who understand the catch and buyers.

The resource arrangement differs from financing: the operator earns from handling and collection capacity, with utilisation, quality loss and transport density determining the economics. Start with one rented point; a second becomes useful only when it reaches otherwise costly or inaccessible landings. An unfunded advance pool would not be part of the initial offer.

It fails if extra handling costs more than it saves, fish arrives in insufficient volume, or buyers dispute grades and miss pickups. Decisive test: obtain a priced buyer commitment and observe landing times before renting space; then compare a short, safe handling trial with the existing collector or auction route, counting unsold and refused lots as well as successful sales.

Prefunded Catch Payments

Exploratory. Where owners decline an otherwise workable unfamiliar buyer because they distrust payment, a service could arrange buyer prefunding through a bank or appropriately authorised payment provider. An agreed verifier would check the lot and trigger release under quantity, quality and dispute rules. A buyer might pay to win supply it could not otherwise secure.

Prefunding reduces a specific payment exposure; it does not guarantee payout through every dispute, provide trip finance or create a buyer. An immediate transfer at handover may do the job more cheaply. This looks more plausible initially as an existing procurement or payment provider’s service than a separate company.

Decisive test: inspect actual offers that failed over payment terms and compare prefunding with immediate transfer. If assurance changes no otherwise feasible owner choice, there is little reason to build it.

What Could Make or Break It?

The common discipline is to compare complete outcomes on the same fish and transaction basis. Species, grade, weight, landing time, cash timing, debt repayment and household support all matter. A higher headline fish price can conceal a worse settlement.

Permission to use space, handle fish, lend or hold customer money must be established for the actual arrangement. Bank Indonesia’s licensing framework distinguishes payment activities; a landing clerk and an ordinary business account do not by themselves settle that question. [8] None of these businesses fixes rough weather, depleted stocks or unavailable lawful fuel.

How Could We Find Out?

  1. Start with Trip Finance with Buyer Choice. A settlement comparison and priced choices reveal whether the whole bundle leaves room for a business. Stop or narrow the segment if satisfied incumbent customers gain little, or essential support consumes the surplus.
  2. Test Landing Collection Points where timing and handling emerge as costly. Only commit to rented capacity after a buyer values the proposed service. Expand to another point if reaching more landings improves the economics.
  3. Investigate Prefunded Catch Payments only where payment distrust blocks a viable sale. Establish that barrier before seeking a paid provider arrangement or moving funds.

There is no sound ranking of the largest potential business yet: the answer depends on finance demand, reachable handling volume and full seasonal costs. The first investigation should produce those inputs rather than a national rollout plan.

Help Explore This Opportunity

Boat owners and existing patrons could contribute anonymised settlement records and explain what happens in a bad week: that would show which support a newcomer must preserve. Buyers could supply grade specifications, collection costs and a priced service offer to test whether dependable lots are worth paying for. Local traders, cooperatives and cold-chain operators could cost delivery and identify usable space. A lender or payment provider could establish which proposed contracts and fund movements it can actually support.

The most useful contribution may be evidence that the current arrangement already works well. The business case rests on a better complete outcome, not simply a different name on the settlement sheet.

8. Payment-service boundaries

Perizinan: Penyelenggara Jasa Sistem Pembayaran, Bank Indonesia, undated public licensing guidance; relevant activity/category and business-model assessment sections read. Establishes that payment activity has regulatory boundaries. Evidence ledger and limits

Reported/observed: current KNTI testimony; documented historical catch-linked finance and support; BPS sale destinations and its auction-time explanation; current official Awang monitoring; Aruna’s advertised offer. Inferred: an unselected dense catchment could sustain a better complete service through local execution. Speculative: unfamiliar-buyer payment fear is a significant barrier there. Low confidence does not invalidate the company hypothesis; it determines which question gets tested first.

Competing explanations include useful incumbent risk-bearing, insufficient catch volume, inaccessible buyers and real downstream capacity limits. Interviews and matched records are needed to separate them.

Economics workings

Historical payment: Rp1,000,000 eligible sale proceeds × 0.005 = Rp5,000 for the financing unit described in source 4, with Rp1.5 million advanced. Eligible proceeds follow the paper’s auction/porter/other specified deductions. Do not substitute retail value, multiply by assumed trips, annualise without duration, or treat principal repayment as a fee. At source 7’s present rate, those three amounts are about US$55, US$0.27 and US$82 respectively.

Commercial context: source 2 table 10 reports 5,424,769.12 million rupiah = Rp5.42476912 trillion; divided by 18,183 gives about US$298.3 million. Rounded in the story. It is gross 2024 landed value across covered traditional sites, not all Indonesian fisheries, losses or service income. No historic deduction is applied to that aggregate.

For a local comparison, reconcile sale receipts minus trip inputs, selling/handling charges and financing costs, while recording principal cash flows separately and comparing outstanding debt at the same endpoint. Record crew allocation consistently. Inventory emergency and lean-period support, cash timing, grades and weights. Addressable value is the recoverable improvement against the full alternative, not gross catch value. Provider contribution equals earned service income less paid labour, capital cost, expected credit/quality losses, transport, premises, utilities and promised support; principal returned is not revenue. Current inputs are unavailable, so neither an aggregate saving nor a provider margin is estimated. The weakest input is incremental complete net value per comparable trip.

Business details and smallest tests

Trip Finance with Buyer Choice

Operating arrangement: an experienced trader or commercially governed cooperative recruits owners with repeated saleable catch; owners approve borrowing and sale choice, buyers approve procurement fees, a capital partner approves lending. Owners repay principal and disclosed charges under the approved arrangement; buyers pay the operator for accepted-lot sourcing/settlement. All service costs and any contribution to financing costs must be priced explicitly. No automatic group guarantee, exclusive purchase right or free emergency support is assumed. A paid verifier supports weight/grade acceptance; a landing-space controller must separately agree access. Repayment from an outside sale needs a workable route and collection cost.

Protocol: with consent, obtain ten recent comparable settlements from 5–10 owners and records of support over a lean period; involve two reachable buyers, an operator and a lawful capital provider. Use actual incumbent or bank-plus-buyer arrangements as comparator. Obtain explicit conditional terms, not claims of interest alone. Measure owner net outcome, financing cash timing, support retained, buyer fee commitment and fully costed operator contribution, including a disclosed loss sensitivity. The business assumption weakens if no feasible terms improve owner outcomes while covering provider costs, or owners choose the incumbent after the full comparison. Ten settlements cannot estimate a default rate; longer repayment evidence is needed before risk-bearing expansion.

Landing Collection Points

Operating arrangement: a handling business obtains paid space, suitable chilling/ice, trained graders and transport; buyers agree specifications, pickup and handling fees; owners authorise sale and see deductions. It does not own fish by default. Any rejection, loss, title and dispute responsibilities must be agreed. No spare cold room, subsidy, safe 24-hour storage window or processor-funded advance pool is assumed. Compare with direct collector pickup and any usable auction.

Protocol: observe actual timing and seek a priced buyer commitment first. If safe, permitted capacity is available, rent one point for ten eligible landings, track all presented lots, grades, weight, rejected/unsold quantities, owner net proceeds and pickup delay; record staff, ice, rent, energy and transport costs. Compare similar species/grades and times through current routes. Weaken the business if no committed fee and observed volume cover the added costs while improving owner net outcome. A second point requires evidence of incremental reach and route economics, not replication for its own sake.

Prefunded Catch Payments

Operating arrangement: an existing procurement/payment provider coordinates buyer funds held under a bank’s or appropriately authorised provider’s accepted arrangement. Buyer, owner and a paid mutually accepted verifier agree acceptance and dispute rules; the verifier has no assumed public authority. Buyer pays a fee only for a meaningful sourcing benefit. Holding buyer funds has a working-capital cost for the buyer; verification, compliance and disputes consume provider value. The nearest alternative is immediate bank transfer on acceptance, or established trusted-buyer settlement.

Protocol: begin with five recent unfamiliar-buyer offers that stalled or failed and their consenting counterparties. Establish whether non-payment risk, rather than price, grade, debt or pickup, determined the choice. Compare an explicit prefunding offer with immediate transfer and record whether it changes an otherwise viable sale and whether a buyer would pay the fully costed fee. This tests whether the mechanism matters. It weakens if payment assurance changes no choices or immediate transfer achieves the same result more cheaply. Only a positive result warrants provider/legal confirmation and a capped live test; no money is moved in this proposed first inquiry.

Routes considered and open questions

All three distinct businesses are retained: financing/collection risk, physical handling/utilisation and payment verification require different operators or tests. Multiple rooms are staged within Landing Collection Points, not presented as extra businesses. Its advance pool is removed because it lacks funding and would duplicate finance or reintroduce tied sales. An app, guaranteed payout and generic cheaper-credit promise are not supported claims.

Unknowns include current trip-level losses, owner exit obligations, seasonal support value, buyer fee appetite, usable space, risk-adjusted capital costs and permissions. Deep legacy debt and larger processing-capacity shortages remain open beyond these offers. Owners, incumbent providers, buyers and specialist operators can supply the records that would strengthen or disprove the opportunity.
